DepEd CALABARZON’s information force strengthened

DepEd Region IV-A CALABARZON’s information force underwent a seminar workshop aimed at strengthening the regional and division office’s strategic communications and crises management competence, July 16-20.

Organized by DepEd Central Office (CO) and the Philippine Information Agency (PIA), the seminar workshop trained an estimated 356 regional and division information officers composed of 34 RIOs, 222 DIOs from all over the country. 22 of these represented CALABARZON.

Through DepEd’s partnership with PIA, Assistant Secretary G.H. Ambat, head of the DepEd-Public Affairs Service, expects the establishment of a highly competent team of responsible professionals equipped with excellent public affairs management skills which could reinforce the communications network with stakeholders.

The capacity building activity also served as DepEd’s response to the spread of fake information particularly those concerning the Department.

“Sa gobyerno, napapabayaan talaga ang information,” Jesus Matubis Jr., one of PIA’s resource speakers, said.

 

‘Not just for public speaking, but for building community relations’

Dr. Juliet Jeruta, regional director of DepEd Region VII, emphasized, in her welcome remarks, the role that information officers play for the Department.

“Information officers are not just for public speaking or print but for building up community relations,” she said.

This was supported by Matubis who preferred referring the participants as “communicators” rather than “information officers.”

The resource speaker identified various aspects such as media production, corporate social responsibility, events management, crisis management, and public relations in which communicators are expected to participate and respond.

Information or communication officers are said to be responsible in building relations with various publics through the proper coordination with the press and the utilization of various media to communicate DepEd’s programs, policies, vision, mission, and goal. They are also expected to mobilize and engage all concerned or potential stakeholders.

Furthermore, Harold Clavite, PIA’s director-general, discussed strategic communications while Emver Cortez, OIC-PIA National Capital Region, imparted his expertise on writing and content development for government communicators.

Rachelle Nessia, information center manager of PIA-Cebu, taught the participants on the how-to’s in managing a responsible public information office in the digital age.

Angeli Blanco, DepEd Central, presented and demonstrated social media content planning and development. While Amergo Alba, member of the Federation of Philippine Photographers Foundation, shared his practical tips in digital photography.

 

From concepts to practice

PIA also facilitated a knowledge-packed training program coupled with corresponding practicums.

Simulation workshops were conducted wherein selected participants from Regions IV-A, V, VI, VII, and IV-B acted as information officers, members of the press, and DepEd key officials. Radio and television interviews were recorded and a live press conference was held, and were later critiqued by Matubis.

The participants crisis management skills were also put into test as they drafted and presented their communication plans before the PIA team and Asec. Ambat.

On a lighter note, the participants were also able to draft a social media content plan and submitted their seminar photos taken prior to Alba’s lecture which were both assessed, too.

The underlying challenge

The organizers of the seminar workshop also recognized one of the underlying problems that concerned the participants – the absence of plantilla communication/ information officer positions, particularly on the Division level. To date, only RIOs are plantilla holders while DIOs are just designated or officiated, thus, could not commit to functioning full time as an information/ communication officer.

“Hindi lang ‘yan problema ng DepEd, problema ‘yan ng (buong) gobyerno,” Matubis explained.

Aside from this, the participants also raised their concern on the lack of manpower and other resources to carry out the newly-vested duties and responsibilities properly.

While the Central Office is still mulling over the creation of plantilla positions to address the said concerns, the field shall be expecting a DepEd issuance discussing the duties and responsibilities and other performance indicators and guidelines for information officers/ offices’ operation.
