SDO Tayabas cascades TA cum Schools Clique

In response to RO-FTAD’s schedule to cascade the orientation cum workshop on technical assistance and schools clique, SDO Tayabas had its roll-out on July 24-25 at Kalumpang Elementary School in Tayabas City to the 36 school heads and 36 members of TA teams.

Dr. Catherine P. Talavera, the Schools Division Superintendent, with the recommending approval of Edwin Paul M. Navarro supported the project having seen the rationale behind the re-echo. SGOD chief Dr. Edwin R. Rodriguez and CID Chief Imelda C. Raymundo with Principal III Ma. Lina L. Ayangco, SBM and FTAD-in-charge Luzviminda E. Saludares, and EPS for M & E Joan Kathleen T. Brizuela led the way to actualize the activity design.

The first day focused on the orientation-workshop on support mechanism and process in Technical Assistance. The facilitators walked through the participants on the significance of capacitating technical assistants who shall be responsible in resolving school issues and concerns on their level. They made it clear, however, that the members of SDO-FTAD are willing to extend their arms when problems are escalated to their attention.

On the same day the technical assistant team per school was created and their roles and responsibilities as technical providers were also enumerated and explained. Simulation activity on giving TA was also performed.

After the basics of technical assistance were explained, the facilitators gave the participants the chance to raise their issues and concerns, which is the very essence of technical assistance. Some of the most common issues that emerged were the school heads’ problems on uncooperative and unmotivated teachers, parents who do not support school activities, and the bulk of works that SH’s need to attend to.

Among these, the participants decided to choose to address the problem on teachers’ attitude. Each group crafted an action plan to resolve it. Some of the activities to meet the goal included re-orientation on teachers’ roles and functions, recollection, and team-building, so that a better relationship may be built among the school heads and their respective teachers.

Furthermore, research, LAC Sessions, and continuous improvement initiatives were also discussed as avenues through which technical assistance may be extended.

On the second day, the SDO-FTAD team proceeded to discuss about the schools clique. “[A] millennial term for school-to-school partnership,” Saludares explained.

Raymundo discussed the essentials and the legal bases of Schools Clique as one of the Initiated Programs of DepEd CALABARZON while Ayangco discussed the roles, responsibilities, and accountabilities of the leader and partner schools. Rodriguez discussed the processes and procedures, and mechanics and methodology of the SSP.

After that, an evaluation of the School-to-School Partnership which was implemented by four pairs of schools during the SSP’s first wave of implementation was done. Among the strengths shared were the chance to be influenced by a better-performing school, generous sharing of instructional materials, and re-tooling of teachers’ teaching skills. On the other hand, time constraint, distance between leader and partner schools, difficulty in downloading IM’s, and limited eligible expenditures were the weaknesses reported.

Raymundo further presented the leader and partner schools after discussing the parameters of the partnership. The SDO-FTAD team considered the following parameters – reading and numeracy, LAPG, NAT results, and PBB 2015 ranking of schools. Each leader and partner school created an action plan for SSP.

Suggested activities for the LAC Sessions to capacitate teachers of partner schools included contextualization of instructional materials, use of constructivism, production of supplementary materials, reading strategies, ELLN, and competency-based assessment tools. The SBM and FTAD-in-charge also encouraged the participant to have demonstration teachings.

The facilitators believed that the challenge of Talavera to make milestones through the cascading of the TA and Schools Clique is half-fulfilled. They explained that the other half remains to be seen at the concluding phase of the second wave of Schools Clique.  (Luzviminda E. Saludares, EPS II, Tayabas City)
